Replicate the BitCrafts ICLA from bitcrafts/toolkit (license-grant CLA:
contributors keep copyright, grant a perpetual, irrevocable,
sublicensable license including relicensing under other terms) with a
signature registry and a minimal CONTRIBUTING.md (CLA + DCO + commit
conventions).
