chore(release): v0.4.1 — pin ci-base v1.1.1, CI/CD validation ... 2f7f7e368e

Re-pin the CI images to :trixie-v1.1.1 (ci-images v1.1.1) and bump the
project version for the full-pipeline validation campaign.
